Nariman Dzhelyal was born on April 27, 1980 in the city of Navoi (now Uzbekistan) in a family of deported Crimean Tatars. Nariman's father, Enver Aga, was born in Crimea. He survived the German occupation, and at the age of six he and his family were deported to Uzbekistan by the Stalinist regime. The family of Nariman's mother, Aisha Khanum, was deported to Mari ASSR, later they moved to live with their relatives in Uzbekistan. In 1989, Nariman's family returned to Crimea, having settled in the Dzhankoy district.

Nariman  received his education  in independent Ukraine. After graduating from the Odesa I. I. Mechnykov National University with a master's degree in political science (2005), he tried his hand at journalism - he worked on the ATR TV channel, in the Crimean Tatar newspaper named Avdet, and also taught history and jurisprudence at the Simferopol International School.

Nariman Dzhelyal recalls a relic that has been kept in his family since 2003. This is a flag of Ukraine that he brought after a football match between the national teams of Ukraine and Spain. Then the match ended in a draw, when the national team of Ukraine equalized the score in the last minutes. His son Dzhemil still wears this flag as a mantle and runs around the house in it.

In 2007 Nariman Dzhelyal became a Delegate of the Qurultay of the Crimean Tatar People and a member of the Mejlis of the Crimean Tatar People.

In 2012, he ran for the Verkhovna Rada of Ukraine, but withdrew his candidacy a few days before the elections.

In November 2013, Nariman Dzhelyal was elected as a Deputy Chairman of the Mejlisof the Crimean Tatar People, he headed the informational and analytical direction of activity.

A voice from the occupation

Three months after the aforementioned election of Dzhelyal, the Russian Federation begins the occupation of Crimea, which is accompanied by a new wave of repression against the Crimean Tatar people. After some leaders of the Mejlis were banned from entering Crimea and others were imprisoned, Nariman Dzhelyal remains the highest-ranking figure in the representative body of the Crimean Tatars in occupied Crimea. 

Dzhelyal actively informs Ukrainian and foreign mass media about the situation of the Crimean Tatar people and the situation in occupied Crimea in general. Due to this work, Ukraine and the world learn about intimidation, politically motivated persecution, arbitrary arrests, torture and other illegal actions of the occupying administration in Crimea.

He also regularly helps families of victims of political repression in occupied Crimea.

On January 27, 2015, the occupiers summon Nariman Dzhelyal for questioning, which lasts for five hours. After questioning in the fabricated «case of February 26», they conduct an illegal search of his house in the village of Pervomaiske.

However, Nariman continues to fight for the rights of his people, despite personal danger and recognition by the Supreme Court of the Russian Federation of Mejlis as an extremist organization on April 26, 2016.

Nariman Dzhelyal regularly travels to Kyiv and abroad to participate in events dedicated to the situation in Crimea. On November 15, 2018, the occupiers detain Nariman upon returning to Crimea from the Qurultay conference of the Crimean Tatar people. He is released only after a seven-hour «conversation».

On August 23, 2021, Nariman Dzhelyal attends the Summit of the Crimean Platform and participates in the opening of the National Office of the Crimean Platform in Kyiv. Representatives of 46 states and international organizations, including presidents and prime ministers, attended the summit.


In his speech at the Expert Network of the Crimean Platform, Nariman Dzhelyal notes:

На даний момент, незважаючи на кропітку роботу незалежних правозахисників, журналістів та активістів на півострові, Росія має можливість оперувати альтернативними «свідченнями» їх провладних колег. Позбавити Росію цього маневру зможуть офіційні місії, які здійснюють всесторонній моніторинг ситуації безпосередньо на півострові. Іншим найважливішим напрямком є підтримка та захист не лише індивідуальних прав людини, а й колективних прав, передусім корінного народу Криму – кримських татар. З ухваленням закону про корінні народи України ситуація у цьому питанні нарешті зрушилася з мертвої точки, однак головні рішення звісно ще попереду. Enforced disappearance and the verdict of the occupying court

On September 3-4, 2021, employees of the Federal Security Service (FSB) of the Russian Federation conduct 5 searches in the occupied Crimea, allegedly in connection with an explosion at a gas pipeline in the village of Perevalne of Simferopol district (August 23, 2021). After the searches, the Russian security forces detain five Crimean Tatars - Eldar Odamanov, Aziz Akhtemov, Nariman Dzhelyal, Shevket Useinov and Asan Akhtemov – and take them in an unknown direction. 

The detentions have signs of enforced disappearances: the whereabouts of the people are unknown for a long time, their relatives submit applications to the occupying authorities on kidnapping. On September 4, 2021, Russian security forces detain about 40 more people who gather near the building of the FSB Office in Simferopol to learn about the fate of the five sworn brothers. Crimean Tatar activists, citizen journalists and relatives of the kidnapped are among them. 

All five of the kidnapped are subjected to torture. After the arrest, Nariman Dzhelyal is kept in handcuffs, with a bag over his head, and is subjected to severe psychological pressure. Asan Akhtemov and his cousin Aziz are tortured with electric current. In May 2022, it becomes known that Eldar Odamanov and Shevket Useinov, witnesses in this case, were also subjected to similar methods of pressure.

They brought me into the room, placed me on a chair facing the back of the chair, tied the legs to the legs of the chair with tape, and also tied the hands to the back of the chair with tape. When they led me, these people constantly threatened me that they would plant me weapons and drugs, said that my wife was beautiful and hinted that they could harm her as well. After I was placed on a chair and tied, they hang bare wires over my ears, and then I received a severe electric shock. It lasted for about ten seconds. This happened about six or seven times. After that, the current discharges were produced little by little and at the same time they talked to me. When they turned on the current, I was constantly twitching. After that, I agreed with everything these people told me. And they told me that I blew up a gas pipeline in Perevalne, that my brother Aziz Akhtemov had already told everything, that they knew everything, how we did it, which car we used and other details. They threatened me that I would never leave this place again. After these threats and torture with electric current, I told them that I would agree with everything they told me

On September 7, 2021, FSB declares that the gas pipeline explosion in the village of Perevalne is a sabotage allegedly organized by the Main Directorate of Intelligence of the Ministry of Defence of Ukraine with the participation of the Mejlis of the Crimean Tatar people. The Akhtemov brothers allegedly acted as the direct executors of the sabotage, and Dzhelyal as an intermediary.


The FSB investigator, Major of Justice Vitalii Vlasov, handles the case of «sabotage on the gas pipeline» as well as the case of Radio Liberty freelancer Vladyslav Yesipenko and other political prisoners. In addition to the sabotage charges, those involved in the politically motivated case were also later charged with the smuggling of an explosive device.

On March 27, 2022, Nariman's father, Enver Agha, died. The occupying court does not give permission to Nariman to leave the pre-trial detention facility for a short time to say goodbye to his father.

On September 21, 2022, the so-called «Supreme Court of the Republic of Crimea» issues the verdict in the case of Dzhelyal and the Akhtemov brothers. «Judge» Viktor Zinkov finds them guilty of allegedly organizing sabotage of the gas pipeline and smuggling and storing of explosives, sentencing Nariman Dzhelyal to 17 years in prison and a fine of 700,000 rubles, Asan Akhtemov to 15 years and a fine of 500,000 rubles, and Aziz Akhtemov to 13 years and a fine of 500,000 rubles.

Nariman Dzhelyal, Asan and Aziz Akhtemov continue to fight for their rights and justice, even from prison. Dzhelyal regularly sends notes in which he calls for a non-violent struggle for rights and freedoms in the occupied Crimea.

My arrest was a matter of time, and I was not the only one who knew about it. After the Crimean Platform, literally before leaving for Crimea, friends once again asked me to think: wouldn’t it be better if I stayed in the free territory? But I always came back. The voice of Nariman Dzhelyal is also heard from prison in support of Ukrainian warriors who defend the independence of Ukraine.

In addition, Nariman Dzhelyal and the Akhtemov brothers wrote a joint statement on the occasion of the 31st anniversary of the Independence of Ukraine.


Starting from the declaration of the independence of Ukraine, our state constantly fought for the preservation of national sovereignty. Moscow, a former imperial metropolis, did not recognize Ukraine's right to choose its own life path freely. The desire of our country to get rid of the negative Soviet past, to form its own political culture, to join the European area, to which it naturally belongs, faced both hidden opposition and open threats from the Kremlin. … We believe that Ukraine will stand its ground in this struggle, which will only strengthen its faith in itself and its own strength, in its unity and ability to defend itself

Ukrainian authorities, public organizations and international partners actively fight for the release of Nariman Dzhelyal and the Akhtemov brothers.

Representatives of the Ukrainian authorities, human rights organizations and the Mejlis are convinced that the searches and detentions on September 3-4, 2021, were done by the occupying authorities in revenge for the Summit of the Crimean Platform held by Ukraine. In addition, the Russian security forces openly tell Nariman Dzhelyal that the real reason for his detention is his participation in this Summit.

Non-governmental organizations «CrimeaSOS» and «Public Interest Journalism Lab» are collecting funds for the filming of the documentary «Voice from Crimea. Nariman Dzhelyal».


On May 10, 2022, the President of Ukraine, Volodymyr Zelenskyy, awarded Nariman Dzhelyal a state scholarship named after Levko Lukyanenko. On the anniversary of Dzhelyal's detention, Volodymyr Zelenskyy said: «He did not commit any crimes. The only thing he did that annoyed the occupiers was the protection of his people and his country – Ukraine». The Ministry of Foreign Affairs of Ukraine called on the international community to exert political, diplomatic, sanctions and economic pressure on Russia in order to immediately release Nariman Dzhelyal, the Akhtemov brothers and all Ukrainian citizens illegally imprisoned by the Russian regime.

The name of Nariman Dzhelyal is mentioned in UN General Assembly resolution on the situation of human rights in occupied Crimea (adopted on December 16, 2021) and in the Joint Statement of the participants of the International Crimean Platform (adopted following the results of the second Summit of the Crimean Platform on August 23, 2022). The reaction of Ukrainian authorities is also worth recording, referring to the official sources.


In the fall of 2022, the Prosecutor's office of the  Autonomous Republic of Crimea reported suspicions to the «senior investigator» of the illegally established FSB department in the Republic of Crimea, as well as to the judges of the occupying Kyiv District Court of Simferopol, who were following the instructions of curators from the Russian Federation and were involved in the illegal criminal prosecution of the first Deputy Chairman of the Mejlis of the Crimean Tatar people, Nariman Dzhelyal. The actions of the suspects are qualified as a violation of the laws and customs of war (Article 438 of the Criminal Code of Ukraine).

The demonstrative detention of Nariman Dzhelyal happened immediately after his participation in the Summit of the Crimean Platform in Kyiv. Of course, this is connected with Dzhelyal public and political activities: revealing the crimes of the occupiers, fighting for freedom of speech and human rights in Crimea. Thus, the occupiers try to discredit the Ukrainian population of the peninsula, presenting them as «criminals». However, neither Ukraine nor the civilized world has any doubts about who is the real criminal and who should bear due responsibility
